Andy Garfinkel, Senior Associate, has a wealth of government relations experience, having served in the public policy arena for nearly 20 years as a lobbyist. His work entails identifying, developing and analyzing policy solutions to challenges confronting private and public sector clients. By using a variety of advocacy tools, Andy is able to guide clients through the appropriations, authorization and administrative process requirements needed to build a successful government relations strategy.
Andy’s primary experience is contributing to the development of private-public financing partnerships to finance water and wastewater infrastructure, transportation projects, hospital expansions, university programs, renewable energy projects and private and non-profit economic development initiatives. In addition to advancing large-scale economic development projects, Andy offers expertise in federal grants and procurement work in diverse fields, including renewable energy, information technology, defense sector and homeland security focused companies. Past work includes the recent completion of a technical report on developing a disaster communications network for Sri Lanka where Andy met with private partners and public officials to guide project-financing objectives. In addition, Andy worked to obtain GSA schedule contracts and other federal contract vehicles for chemical-biological-radiological-nuclear (CBRN) defense and communications technologies.
Andy brings together diverse business interests and community leaders to develop proactive agendas that address project financing, economic development, transportation policy, government procurement, energy, defense and homeland security objectives and other issues that support client goals.
