Organ donation controversy

Recently there has been great controversy about the allocation of organs for donation. The question is: How do we increase the supply of organs and save the most lives. The Department of Health and Human Services has developed a complex set of metrics to judge quality. The upshot of these metrics has been to incentivize everyone concerned to game the rules and lose sight of the goal–increase donation and save the largest number of lives. A whole new approach is needed which smashes some of the pre-existing notions. We should ask: “If we were starting for scratch what system would we design?”
